It is important to realize that the locant for a double bond indicates the first carbon only and that the second carbon is understood to be the locant + 1 position. In this compound the locant of the double bond is 1, which is omitted in the name, so the double bond is between carbon atoms 1 and 2 in the ring. Continuing the numbering around the ring gives the locant for the second chlorine as 6.
As an exercise, draw the structure of 1,2-dichlorocyclohexene and note the difference from the example given.
