Stephen Moore, senior fellow of the Cato Institute and former director of fiscal policy studies, is president of the Club for Growth. He coauthored It's Getting Better All the Time: 100 Greatest Trends of the Past 100 Years as well as Government: America's #1 Growth Industry. He was the editor of Restoring the Dream: Strengthen the Family, Balance the Budget, Replace the Welfare State(1995). He also coauthored Still an Open Door? U.S. Immigration Policy and the American Economy (1994). His recent shorter works include the following Cato Institute Policy Analyses: "A Fiscal Report Card on America's Governors: 1998" (July 26, 1998); "How the Budget Revolution Was Lost" (September 2, 1997); and "The ABCs of the Capital Gains Tax" (October 4, 1995).
