INSTRUCTIONS

  • Editing the table
    State populations can be edited by clicking on the bold numbers under the population column (clicking right of center increases the number; clicking left of center decreases the number), or, for faster editing, by dragging the mouse across the number. You can edit the “Number of seats” using the up/down arrows or by directly entering the number in the box and then using the Enter key in your keyboard. You can modify the divisor by using the up/down arrows or by directly entering a divisor in the “Divisor” box and using the Enter key.

  • Interpreting the results
    The “Standard Q” column shows the standard quotas for each state; the “Modified Q” column shows the modified quotas; and the “Rounded Q” column shows the modified quotas rounded according to the Huntington-Hill rounding rules (see p. 171, Excursions in Modern Mathematics, 5th ed.). If the total in the “Rounded Q” column matches the total in the “Standard Q” column we have the correct apportionment under the Huntington-Hill method, given by the numbers in the “Rounded Q” column.
