INSTRUCTIONS

  • Editing the table
    State populations can be edited by clicking on the bold numbers under the population column (clicking right of center increases the number; clicking left of center decreases the number), or, for faster editing, by dragging the mouse across the number. You can edit the “Number of states” using the up/down arrows. You can edit the “Number of seats” using the up/down arrows or by directly entering the number in the box and then using the Enter key in your keyboard.

  • Interpreting the results
    The "Standard Q” column shows the standard quotas for each state; the “Lower Q” column shows the lower quotas; the “Leftover” column shows the remaining decimal parts after the lower quotas have been assigned; and the “Surplus” column shows the allocation of the surplus seats. The final apportionment is shown in the “Final” column.
