Christina Lopez teaches in a preschool for three- to four-year-olds that is funded with federal dollars. Her administrator has sent out a memo announcing a testing program designed to measure children's preschool achievement and the effectiveness of programs funded with federal dollars. All four-year-olds will be tested on their knowledge, skills, and readiness for kindergarten with a federally developed paper-and-pencil achievement test. Christina believes it is developmentally inappropriate to "test" preschool children using the prescribed federal test.
